Are you asking how to swap an upper on an AR15? I'm not sure I understand your issue.
Colt 6944 Upper
I have a Colt 6940 which has a 16" barrel. I've been thinking about buying a Colt 6944 upper. I imagine ours a simple swap. Am I right?

Depending upon the specs, the 14.5 barrel would need to have the flash hider pinned and welded or you have built a class 3 Short barreled rifle.
